True that. I'm somehow trying to achieve this through JS - as a brain teaser. I still can't see many uses in slide-based applications such as SL for this though - what essentially makes the parallax work is the need to scroll down for content (mostly absent in SL).
There is a way to get some paralax like effect in storyline, not like the one you show, but you can play with layers and the different speed of the transitions. Background Layer very slow, foreground layer very fast and intermediate layers, intermediate speeds.
Can be vertical too.
That way you can create the illusion of the movement in 3D, very artisanal, but could work. A.

you can use intermediate slides to create the effect between slides
the draw back is that when you need to change contents, you will need to edit them in more places.
