courses for detailed policies and procedures

I'm trying to find advice, info, examples, tutorials, etc. from anyone about the best interaction for building a course for policy information.  My executives want me to build a course based on our policies and procedures manual and it's proving difficult due to the complexity of the material and the fact that one misplaced word or interaction could change the policy and that could be a disaster.   I would really like to see how others have done this.Thank you.
