Im a not even a novice at this yet so this may not be the place to ask this . Anyway is it possible to have a slide in PPT that has a human body outline and be able to have the "student" move a "dot " type icon on to the outline to show correct placement of EKG tabs ?
Quizmaker has a "hotspot" option as one of it's graded questions. That allows you to have an image and then indicate where the correct answers would be.
Engage might also work. I'm still learning that Articulate product myself, so you might have to manipulate it a bit to get it do what you want.
If your quiz question doesn't rely on selecting the spots in a certain order, you could try the technique in this tutorial below. If your question requires they be put in sequence, you could do several hotspot questions in a row to emulate the correct order.

we have articulate 2009 availble and office 2010

Yes You can do something like this in PPT. it's not even that difficult. Read some articles about interaction in PowerPoint.
