Scorm

I have recently been playing around with the idea of creating course module's in Storyline and then using SCORM to help better track how much time students are viewing the course materials within Blackboard. In turn I am also inputting the quiz for the module in it. But that is where I came across an issue where I noticed if the student were to just skip the lecture materials like videos without playing the video, the student is able to go back and re-attempt the module as Blackboard says the module is still progress.

Has anyone came across this problem before? If so, are there any work around for it? I have thought about inputting timed next buttons like I have done with other projects but they did not have SCORM involved with them and I tried just staying on a slide a minute or two to see if that would work but still unsuccessful.
