I am not aware of a reason why this would not work. I did a brief test on a virtual machine and was able to Uninstall specific applications in Studio '13, but leave Engage '13. I then grabbed the latest Studio '09 here.
When the publishing wizard is launched, you should be presented the option to choose which products you would like to install, and I simply only checked Quizmaker '09 to install (image attached).
Again, brief testing, but they both seem to function as expected.
