ENGAGE 2013 TABS LIMIT

I recently converted an Engage 09 TABS interaction to Engage 13. The interaction had 16 tabs which displayed perfectly in 09, but now they are not displaying correctly in 13. The buttons are there, but they are blank (the text is not displaying on them). This tutorial says TABS interactions can have up to 8 TABS: https://community.articulate.com/series/12/articles/tabs#
Is 8 the new limit for TABS interactions? Why on earth would the number of TABS possible be reduced so many?
Is there any way to adjust the interaction so that the text will display on the buttons?
This user was able to get her text to display correctly by taking out the header: https://community.articulate.com/discussions/articulate-engage/engage-2013-tabbed-interaction-doesn-t-show-all-tabs#
I tried this, but it did not work for me (the text showed up for the bottom button, but none of the others).
Any help or suggestions will be very much appreciated.

Hi Richard! Yes, as you can see in the documentation the Tabs Interaction now has 8 tabs. I'm not sure of any reasoning behind this.
I have not seen this issue, would you be able to share your '09 Engage .intr file for me to take a look at?

Is there a way I can send my engage file directly to you? Do you want to 09 file or the converted 13 file?
