Engage not responding as expected once course is published

I have almost completed my first module of elearning however the engage interactions seem to be working against me:(
Labelled interactions
- [a]- set for user to leave at anytime - does not allow user to do this.
- [b] set for user to leave at anytime - does not allow user to do ths and once user has viewed one label the entire thing is frozen.
The interactions as stand alone items have received outstanding feedback 
but once run as a part of the presentation - lets the whole course down.
