I was a beta tester for Studio '13 and I just upgraded today. Within PowerPoint > select Engage > select Create New > I get this error "Unable to create an instance of articulate engage"
Let me know if you try all of those suggestions and still have trouble creating a new interaction. Also, if you get a chance, please try creating an interaction outside of PowerPoint, directly within Engage.

Sorry to hear about the trouble.
First, please make sure that the Articulate add-ins are properly enabled in PowerPoint:
The Articulate Tab on the PowerPoint Ribbon Is Missing
If that doesn't fix the problem, please try repairing Studio '13:

If you're still unable to create a new Engage project from Presenter/PowerPoint, please try the following troubleshooting steps:
Unexpected or Erratic Behavior in Articulate Studio
