2. You should also make sure the directory path to your project files and your published output is less than 260 characters (for example C:\Articulate).
3. Avoid using special characters, accents or symbols in your file names.
This could also be due to local security restrictions. I'd recommend testing your course online via a valid http address. You can use Dropbox to simulate that:

The new location was still on my local computer, on C: drive.
I think it probably because "local security restrictions" as you said. It works on sever via a http address.
So strange! I still don't quite understand why. Anyway, it works.
