Currently there isn't an option to animate the content text within Engage.
Here's a thought though. Have you inserted any images or media within your tabs? If not, one workaround might be to use the Insert Media option in Engage to add a movie file of your bulleted text, with the bullets appearing at the time intervals you would like. I've seen people do this by using Screenr to record the movie, and then they download the MP4 and insert it in Engage. Another option would be to use this approach where you use Presenter to create a SWF, and then insert that into Engage.

Not sure if this would work, you could build the slide in powerpoint add audio and synch via articulate, then publish
After publish get the slide swf from the published file and insert as media into your tab, setting the swf size to the maximum size of the tab
