I usually use StoryLine to show a screen shot and then highlight various locations (using arrows, highlight boxes, etc) around the picture during various parts of the timeline.
Someone showed me Engage and I think it's great! However, can I do the same type of thing using Engage?
Example: I have a picture of a web screen and want to demo, to the user, step by step, on where to click first, second, third, etc.

It sounds like you're creating a custom interactive experience using Storyline 360.
Engage 360 can create form-based interactive activities. You can see a full list here:

If you require more customization, I'd recommend continuing using Storyline 360.
