Thanks for the reply and I appreciate all the information. We are working with a Sakai vendor that has done all that yet we get SCORM manifest errors importing Articulate courses to the Sakai LMS. I have found other posts about Sakai rejecting Presenter's manifest for unknown reasons on Articulate's prior forum board. Sakai has more than one SCORM add-in, so I am sure that some third party SCORM courses run on Sakai. I am wondering if anyone has successfully run Articulate courses on a Sakai LMS?
I think I read something online that says Icodeon supports SCORM 2004. So, you might try publishing to the different specs to see if you get better results.
I can attest that the SCORM Cloud Sakai plug-in will run Articulate courses quite well with any SCORM version. You can be up and running with a free trial in a matter of minutes: http://scorm.com/sakai/

It's my understanding that Sakai doesn't support SCORM out of the box. Rather, you have to integrate a SCORM player like Icodeon or SCORM Cloud:

Here's the information I found if you're using Icodeon:
Adding SCORM Content
If your institution provides the optional SCORM player by Icodeon, the CLE displays an
additional selection in the Add pulldown list so you may add SCORM-compliant content to
Resources:
To add SCORM content, follow these steps:
1. Select Upload Content Package from the Add pulldown list for the folder to which you
want to add the SCORM content. The CLE displays a screen for uploading SCORM or IMS
content packages:
2. Click Choose File. From your computer, select and open the appropriate file, which is
typically a ZIP file.
3. Click Upload. The CLE adds the file and displays the Resources home page.
To launch the SCORM player, simply click on the file name. You may access the SCORM content
in any tool that is integrated with Resources.
Note: The Icodeon SCORM player accesses existing SCORM content. To create the content, you
will need the appropriate SCORM authoring tools.

What SCORM spec are you publishing to? 1.2, 2004 2nd Edition or 2004 3rd Edition?
