Articulate Studio '13 Update 3 now requires at least .NET Framework 4 to be installed. While we do try to install it during the installation process, there are sometimes system-specific issues that prevent it from being installed properly.
I had the same issue that Michell had, Installed update 3 and now nothing on the Articulate ribbon works. I did the items Brian suggested: installing VSTO and .NET frame (I already had that installed) and rebooted my computer. It did not fix anything. I still have the same issues. I am going to uninstall update 3 and reinstall update 2 so that I can continue to work on my projects unitl I see a better fix.

Can you try the following to resolve the issue?
Install VSTO:
http://www.microsoft.com/en-us/download/details.aspx?id=43664
Install at least .NET Framework 4.0:
http://www.microsoft.com/en-us/download/details.aspx?id=17851
After installing the above, please restart your machine.
