Slide notes: You can change the font size of the notes using the notes editor in PowerPoint.
Slide font: the text is baked into the slide.swf so you can't change the font size. However, you can set the presentation to scale which allows the font to be scaled up with the presentation.

I hear you. The text size in notes pane in default skin is really really small. But no, that's not part of Articulate functionality.
