I am working with a series of courses using the same player. Some courses have glossaries, others do not.
In a course that does not have a glossary, I have tried turning off the Top left tool bar, saving or saving as "No Glossary [for example]. When I turn off in the player tools, the Glossary label goes away in the preview [under the course title.] When I save the change the "toolbar left glossary label" reappears.
Sorry to hear about this - it does sound a bit strange.
First, please make sure that you're working with local project files.
Work on your local drive (your C: drive). Working on a network drive or a USB drive can cause erratic behavior, including file corruption, loss of audio, and other unexpected behavior.
You should also make sure the directory path to your project files and your published output is less than 260 characters (for example C:\Articulate).
Avoid using special characters, accents or symbols in your file names (this includes spaces and underscores).
Additional information regarding "Naming Files, Paths, and Namespaces" in Windows operating systems can be found in the following Microsoft article.
If the Glossary tab still doesn't want to disable, please share an Articulate Package here. I'd be happy to take a look at what's going on and see if we can get this working for you.
Thanks very much for sharing that file :) Also, sorry for the error - looks like this may be because the file was too large to attach to the thread.
I believe I see the problem here. The Engage interaction that's been added as a tab hasn't been removed, this is why the "Glossary" tab for the player keeps showing up, even after you've disabled it.
What you'll want to do is click on the Articulate ribbon >> Engage Interaction >> Player Tabs.
From here, select the "Glossary (Engage Interaction)" in the list and click on Remove....
After removing that interaction tab, disable the Glossary again from the Player options.
This seems to work for me on my end, but let me know if you have any trouble with this.

The potential causes listed above are not the violators.
I am encountering a 404 server error. Is there another way I can send you the course package?
Can you download from here:
