Articulate Flash movie skips to second frame

I am trying to insert a Flash movie to a slide so that is it displayed in a new browser window. I have the setting "Start Flash movie 0 seconds into the slide" I even tried it at 1 second. No matter what I do the Flash movie skips to the second frame. The first frame of the Flash file has the stop() action command.
I am using Articulate Presenter '09. The Flash movie is set to 30 fps. It is also written in the recommended ActionScript 2. http://www.articulate.com/support/kb_article.php?product=ap9&id=eu4d0qnejei8
How do I set this up so that the Flash file opens in a new browser at frame 1?
