Articulate not recording completion in Success Factors (Plateau)

I developed a course in Articulate Presenter and published it with the following LMS settings:

- LMS Output: SCORM 1.2

- LMS Reporting: Passed/Failed

- LMS Tracking: Number of Slides Viewed

For some reason, the course will not record a completion in Success Factors (Plateau). I tested the course in SCORM Cloud and it recorded the completion. I have tried suggestions from the following articles but they have not resolved the problem:

We have contacted Success Factors but they have not provided a solution.

Any other suggestions?
