Articulate Presenter 13 - Flash Player 10 error message

When our Articulate 13 users select the publish or preview button they are getting the error message.

Flash Player 10 or higher for Internet Explorer is required to run Articulate Presenter 13.

Would you like to go to a web page to download it now?

This was working ok previously but we suspect that an automatic upgrade to flash may have completed in the backgroud by our IT supplier which has caused it not to work.

Unfortunately we are unable to remove Flash player ourselves due to our security systems.

As there have been previous discussions on this , is there a latest update Articulate  Presenter 13 which can be provided or another way to resolve this.
