Articulate Presenter SCORM 1.2 not showing completion in Successfactors

We are having trouble with some Articulate Presenter 09 SCORM 1.2 publishes. Some publishes but not others. We are publishing to LMS, SuccessFactors. The problem is only occuring on courses that merely ask the user to get to the last page of the course (Like reach pg 28 out of 28) to reach completion.  In this case we have the SCORM measurable set to reaching the last page.  We have successful completions with the course SCORM measurable as being a final quiz at the end that they have to 'complete' in order to complete the course for LMS. By the way we are publishing 'Completed/Incomplete', not pass/fail or the other options. However even when the Articulate Presenter 09 itself shows completed (it says completed in the seekbar on when the slider finishes moving on the last page), for these few SCORM LMS publishes the LMS does not register completion. Any ideas?  Do we need to adjust something in Presenter 09, or there is something special in SuccessFactors we need to account for...?
