Articulate Studio 13 not Scaling for Mobile in HTML5 Output

We are experiencing issues with getting our content to be mobile friendly. Is the only way it is mobile friendly is if the viewer uses Articulate's app?
We have the Player set up so it is Browser Size: Display at User’s Current Browser Size and Player Size: Scale Player to fill browser window.
We let our LMS tech team know this and his response was this:
"We were able to recreate here. The HTML export of Articulate Presenter does not scale (which they don't document anywhere in their support site). It's just the Flash export that scales to fit the browser window. I'm checking with the team but I don't think there is anything we can do our side to fix since it's an Articulate issue."
Is this true? If so, it is extremely frustrating and misleading and annoying that I now need to go back to my CEO and tell him that our content isn't actually mobile friendly. If it is not true, can someone walk me through how to adjust so that it does scale on mobile NOT using the Articulate app.

Sorry to hear that you're having difficulty with the mobile viewing of your course. What's the result that you are seeing?
Are you viewing the HTML5 output on your mobile device in Safari? You can see all of our system requirements here to be sure you are viewing in a supported environment.
Would you be able to share your Articulate Package for us to take a look if needed?
I am using an iPhone safari with ios 11. And my colleagues that are experiencing the issue are also using iOS 6 or later.

Would you mind testing this link on your mobile device?
When I tested it on an iPhone 6S iOS 11.2.2 in Safari, the content scaled down correctly to fit the mobile screen.
