When you first open any Studio 09 file within Studio 13, you'll receive a message similar to this: This presentation was created in an earlier version of Articulate Presenter. Would you like to upgrade it now? A backup will be created of the original file.
From that point on, it will behave like any newly created Presenter file with the Quiz/Interaction included.
At least we now know Studio 13 will be released by October 13th per Arlyn Asch's post on September 13th. He stated it would be weeks not months. The clock is ticking and the pressure is on, less than 3 weeks to go!!

«in weeks» may mean not 4 weeks, but 5 or more too
I received an email replying to my remark about October 13th being the deadline. It was mentioned in the email that "Arlyn may mean not 4 weeks, but 5 or more too." Since he said "weeks, not months", I would think that 4 weeks would be the deadline but will give 5 weeks for a cushion. Let's see if Articulate can make this deadline.
Great news! How do I initiate the upgrade process? I went to "Help and Support" and clicked on "Check for Updates," and it says that no updates are available at this time.

A quick question regarding the ActionScript version of the output of Articulate 13. Is it going to be AS3.0 or on the legacy AS2.0?

Studio '13 is not an update. It is a new product release. You can purchase an upgrade to Studio '13 here.
