I have published a course with a PPT download and when I test it on the UAT Testbed (Sumtotal) I can download the document. However, when others try to download, they are getting a dialog box that flashes on and disappears. They tell me the do not have pop up blockers. I have tried this in Firefox as well as IE8. It works for me.
Do you know what browsers they are using? For example, Chrome will not open a downloaded file, but instead, display it in a "downloads" area. I've had some people who have used Chrome not realize that the document did indeed download, but doesn't automatically open.
Have you had a chance to check out our article on common reasons and solutions for attachments not working? Of course, the challenge is troubleshooting on multiple users' systems, but perhaps you can have a "Best Practices" section somewhere in the course.

That's the only thing I can think of right now...
Patti, thank you for the response, I am being told they are on IE8.
