What publishing settings are you using and how are you viewing the course once it's published? If you open an Articulate Storyline course from your local hard drive, you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features of your content to fail. To properly test your published content and share it with others, make sure to upload it to the environment for which it was published. For instance, if you were to Publish for Web you'll want to upload the published output to a web environment to properly test it.
I published your course for the web and uploaded it to tempshare to test it in a web environment. The audio appears to be behaving as expected. You can view it here.
