You sure can! What you would do is publish for CD, but burn the content onto a DVD. If you'd like more information on how to do this, take a look a this knowledge base article.
Also wanted to mention that if you choose to publish to DVD, the users you distribute to may need to have the capability to use DVDs (a DVD drive, etc.). Also, keep in mind that it is not meant to function on a TV as a DVD course.
We have some users that are unable to download Flash to watch some interactive courses. The courses have quizzes and some Engage activities as well. If I burn them a DVD and send it, can they only watch it on their computer then? Also, what will the slides with quizzes/activities look like?

They'll need to have Flash installed on their system - as per the viewing requirements here for Studio.
