I think there's something up with that image. When I convert it to JPEG, import it into the presentation, and add the border, it publishes fine. Also, if I click on the Format tab, choose Picture Border, Weight > 1/4pt, it publishes as expected.

Alex did you ever get a solution to your problem with the border. I am having a very similar issue. I've added a border to an image when I publish my ppt the border appears to be shadowed on one side and missing on another side.
The issue above appeared to be specific to PowerPoint 2003. It was tested in PowerPoint versions 2007 and 2010 and the border did not cut-off when published.
In PowerPoint 2003, save the image as a PNG (right-click image with border then “Save As Picture” > PNG). Then delete the original image and replace it with the PNG one. The borders should come up properly.

Following-up on your suggestions, I ran a few tests. Unfortunately, I am unable to get a positive result.
1) Possible issue with the particular image (png): I added a border to a random png I found on the web. Results were negative.
2) Converting the original image (png) into a jpg > importing it into ppt > adding a border (1/4pt) = negative result
