If you are utilizing the standard functionality of Presenter, you will only be able to add the tabs as explained in this tutorial. Please note that if you can add multiple resources to your tab. You can utilize the notes and glossary if need be as well and change the text label too.

If you need anything above this, then you would need to utilize the software development kit.

Let's make sure you are in the right place:
Articulate > Player > Resources > Bottom left of pane under resources
