Studio '13 is not backwards compatible to Studio '09. So they will not be able to open them in Studio 09, but if you publish within Studio '13 they could access the published content viewing it in one of the supported environments here.
You can upgrade a Studio '09 file to Studio '13 as detailed here.
On a totally unrelated subject, are you by chance related to a guy from Maryland that would be roughly 30 years old now? Can't remember his first name, but he was friends with my son! :-)
I doubt it! Terwilliger is oddly enough a more common name than people would think. Just in the region I live in, there is a police officer with the same last name and I served on a jury with a women of the same last name - no relation to either. :-)
