If I only have the player and data files from an old course, can I convert it from Flash to HTML? I believe it was done in Articulate Studio 13. I do not have the PPT or narration files.

There's no easy way to convert the files if you don't have the source files. If you have a computer that will still play the Flash content, there could be a way to do it via screen captures.
