Disappearing Tabs

I am trying to publish a work course, and we always add the same three tabs to the top right corner of the interface window.  They have always appeared in the player  in the upper right corner next to the "Exit" button.  I am using the same template we always use for courses, and I haven't touched the settings, but the tabs will not appear.  The three engage files are in the player tabs section, and I have removed and replaced them with no success.  How do I get my tabs to appear?
