Error: Articulate Presenter cannot be upgraded to new 13 format on a brand new PowerPoint

I spent several hours updating an old PowerPoint that has never been used for Articulate.  When I go in to try to update Player or do anything in the Articulate ribbon I get the above error message.  I have tried all of the things suggested here and still get the message.  I have tried starting over in a new PowerPoint project in a different folder, same thing.  I have never had this problem in the past.  I am working on a series of very critical projects and need this issue resolved ASAP.  I am attaching the file.  This is the draft and we will be adding Engage interactions, quizzes, etc.
