I apologize for the delay in response. It may be because not everyone has access to SABA, or there's not quite enough information on the issue.
I have seen this come up a couple of times on the forums with other community members that use that LMS, but it looks like it may be specific to the version. Do you know what version of SABA you're using?
Also, what version of Studio are you using to publish your project, '09 or '13?
The first thing I would do is make sure you're packaging your project correctly for LMS and make sure you're using the built in zip tool in Presenter and see if that helps:
I am having the same issue with Storyline 2 and SABA. I have created the English version of my course and worked successfully.
I am now creating the translated version, but when I upload, I receive the error "(43269) Invalid content. (*)ERROR: Failed to extract the manifest file from content package. Possible cause: The markup in XML document (manifest file) preceding the root element is not well-formed."
I got it to work without the errors! In my course, I had a trigger to jump to file. The files in Spanish had a long translation and accents. I changed the file names to shorter, without accents. I also changed the title of the course to omit the accents.
Thanks Chris for the update - and you'll see there is documentation here in regards to using short file names and file names that are without special characters or symbols.

Sorry for the confusion. NO I have not found a solution. My Spanish version has this error. It was built from my English base file.
