Yes, I'm getting the same issue. To Leslie's suggestion, I installed the latest update to Presenter '13 (v6) first. That caused my Articulate icons to stop working and I couldn't launch the Quizmaker or Engage. So I uninstalled it and reinstalled v4. I then had to install Flash Player, which brings me to the message we are both getting. So, for me, installing the latest update didn't help.
