Help with course navigation

I am designing a course which will be required in order for security access to be granted.  The content is software training and will consist of 3 lessons.  The course is currently only offered as instructor-led and I would like to provide an alternative to this - so the instructor-led training will continue as well.  I would like the course to also be used by the instructor-led participants as a follow-up or refresher.  I do not want to lock the navigation in the course - I would like to have links to each of the individual lessons so participants can choose to go in and complete a lesson at a time, or if they are reviewing, to select the lesson they would like help on. 

My dilema is how to include a test at the end of the course which will require an 80% passing grade.  If I allow them to complete the lessons in any order - where do I place the quiz?  It is important to have them complete each of the 3 lessons (and I know the SME's will also want to ensure this)  so  what is the best method to ensure they have completed all 3 lessons and not lock down the navigation?  I am using Articulate as a stand alone - not with an LMS.  So, in order to record completion at the end of the course I was going to have them complete a survey (URL on the last slide) which has them enter their name and ID.  Then, my staff will look at the survey results to see if they have completed the course.   I was thinking about including a quiz after each lesson, however, that would also require 3 separate completion surveys and require us to go in and verify they have completed all 3 surveys.

Maybe I am making this more complicated than it needs to be - hoping you can help!  I am open to suggestions.

Hello Sue,

Do you want the course to have open navigation within each lesson as well - or do you just want them to be able to toggle between lessons?  If the answer is to toggle between lessons, and you're using storyline, then you can hide the left side menu, and create a menu page of your own.  The menu page would have a button for each lesson, and then you would put in the logic to make a "proceed to quiz" button visible once the user has clicked all three buttons.  At the end of each lesson, you would have a button directing the learner back to the menu page.

As to three quizzes or one quiz - my only thought is that you mentioned you want them to be able to leave after one lesson and come back and do another later.  If you think they may complete the lessons a few days or more apart, I would give them the option to complete the quiz at the end of each lesson.

Also - would you be willing to have two separate courses - one for the people who have completed the instructor-led training, and another for those who haven't?  Do the students who took the instructor led and are just reviewing need to get a passing score?  If  you have two separate courses, then you could completely free up the navigation for the review one, and use the approach in paragraph one for the people who have not taken the instructor led course.
