Hiding a page until all other pages have been viewed

I'm creating a SCORM package for Moodle 1.9, using Presenter 09.
I want my users to complete the module, and then to be granted access to a link where they can download a form. They can't download the form before they have completed the module.
Moodle 1.9 doesn't support SCORM packages as prerequisites to other activities, so I can't set this up in Moodle. Is there any way I can set up a presenter course so that the last page is hidden, until a user has viewed the other pages? I could then put the link on the last page...
Any other suggestions as to how I could achieve what I want to do?

Hi Andrew,
If you set up a restricted navigation, you could insert the form as a web object on the last slide. For more information on restricted navigation, see the link below:

Also - Conditional Activities are supported in Moodle 2.0 and higher - see:

We can't move to Moodle 2.0 yet, according to my IT team, so it's either activity locking (which I might ask them to implement) or a presenter-based hack instead.
