Hyperlinks may not work as expected when previewing. To test hyperlinks, publish your presentation and upload it to a web server or LMS. Otherwise, local security restrictions may prevent your hyperlinks from working properly.

According to your article, hyperlinks are supported to a webpage. They do work when testing but when I publish and upload, they do not work.
I was able to do this in '09 but cannot in '13.
How are you testing the content once published? Be sure that you are testing in the intended environment and not locally.
