Have you created the tool-tip option using PowerPoint's 'Action' tool (i.e.Action on mouse over) ? If yes, then this function of Power Point is not supported by Articulate.
You could probably try out the methods mentioned in the following links:

In this image screen tip is highlighted. This is not visible after published in presenter for LMS.
