We use Moodle 2.4 and clients that are using IE11 are having an issue where when the SCORM is launched, it will not load. If you do a quick re-size of the browser though, it 'unsticks' itself and started loading/playing.

yep - known issue in Moodle but fixed in newer versions- https://tracker.moodle.org/browse/MDL-43019
Moodle 2.4 was released almost a year before IE 11 was released - You should really upgrade to a more recent stable supported release of Moodle :-)
