Did you place the project or audio file on a network drive or any other external source after sharing with your SME by any chance? Or could the project file be compressed? If so, please try moving your project files to your local hard drive, or decompress (unzip) the project files.
Work on your local drive (your C: drive). Working on a network drive or a USB drive can cause erratic behavior, including file corruption, loss of audio, and other unexpected behavior.
You should also make sure the directory path to your project files and your published output is less than 260 characters (for example C:\Articulate).
Avoid using special characters, accents or symbols in your file names (this includes spaces and underscores).
Additional information regarding "Naming Files, Paths, and Namespaces" in Windows operating systems can be found in the following Microsoft article.
If that doesn't work, are you able to remove and readd the audio again? It may also help to try adding the audio file in a new, blank presentation. Can you hear it when attempting to sync in the new file?
And a new thing is that when I tried to export the elearn as a package so that my manager could check it out , it did not export the engage and quizmaker stuff

I'm still not sure which version you're using. It might be a good idea to go ahead and try the following troubleshooting steps. Just keep in mind that you'll want to follow the steps specific to the version you're using ('09 or '13).
What option are you using to export your content? If you're creating a package, that should include the files. If you're exporting to Word, however, it will not.

I'm afraid I cannot provide a suggestion in regards to your IT's restrictions - are they aware of the situation? Perhaps they could follow the troubleshooting steps themselves, in order to ensure no mistakes are made during the process.

If that doesn't help, and since this isn't working in a new presentation file, are you able to play the audio outside of the presentation?

My company has certain restrictions in the above regard. as per our IT
we cannot make any changes to UAC
changes made to Registry might affect other Applications
Changes made to Framework also affects other applications
Don't know what else to do now :(
