Importing sound and sound quality

Hi,
The default setting for web based delivery offers very poor sound quality. Why is the setting 16 kbps, while on the forum support advises to go higher? The default gives a sound as if I am talking into a tin can. The recording was done using a quality microphone, a quality presonus soundmixer on a PC with loads of memory. When I increase to 40 kbps the sound is definitely acceptable. Myself and a collegue have done a lot fo testing and found that importing the same sound sample several times gives different results. Also importing a .wav file can lead to unexpected sound samples in the published file, in one case it is completely unreadable. (I can send the published file if you're interested) Re-importing gave the expected result, but that is very difficult to understand. I have not experienced this with MP3 files, but am not sure ...
Can you explain what is happenign here, because I am at a loss.

I'm not sure about your particulate workflow, but I record and edit all of my audio in Garageband and export it at 128k as an mp3. I import the mp3 into Articulate and publish at "Optimize for Web Delivery" level. It's usually pretty decent for voice and background music.
I'm coming across a similar issue. Imported professionally recorded .wav files and there is all kinds of static behind them...
