Interactive visual feedback in scenario-based eLearning

I am working on an idea for a scenario-based eLearning for retail salespeople. I have seen similar courses that use a progress meter to show the learner how well they are doing on a range of different scores. In my case, it would be scoring customer service-related behaviors in asking qualifying questions. So, I'd like the learners to see how they are doing at analyzing the problem, avoiding irrelevant or less respectful questions, and ultimately, at presenting a good solution. In addition to trying to decide exactly what and how to score, I need to figure out how to actually build such a meter and link it to the questions chosen by my learner. Here's an example of the kind of thing I'm talking about in this Patient Management program by Suddenly Smart:

Does this look like something that could be built somehow in Articulate or Captivate? Or are we looking at Flash programming for this?
