IPC Handler issue not fixed

I've installed the new update to studio 13 and can see that the IPC Handler Add-in is not activated. When I try to activate, I still get this error:
I have completed a repair, and also a complete uninstall and re-install. I have also followed all troubleshooting here: http://en-au.articulate.com/support/presenter-13/articulate-presenter-ipc-handler-could-not-be-loaded
Microsoft Visual Studio 2010 Tools for Office Runtime is installed and I'm using ppt 2013. Is there anywhere I can go from here?

I should add that I'm using Windows 10.

This thread is a bit dated and I'm not sure if Jenni is still subscribed to the thread.
I popped in to take a look at her case and thought I'd share what the user stated:
...the problem has been corrected after a restart this morning, and although I'm not sure why, I don't think it's a coincidence that my start menu was not functioning properly on Windows 10 (apparently a known issue), and that Norton 360 alerted me to malware in the form of Winzipper in my system which I removed. I also removed WAMP which Apache (which I read in someone else's thread seemed to affect the IPC Handler Add-in as well,). So the restart has not only corrected my articulate issue but also my Windows 10 start menu error. I'm just mentioning this for your information.
The user was advised to repair the software as instructed here.
