Presenter's text labels come pre-loaded with the 11 languages below.
For your Presenter ‘09 presentations to work properly with other languages, you'll want to follow the localization guidelines described in this article. Unfortunately, Articulate Studio ’09 does not currently support right-to-left languages, such as Hebrew, Arabic, or Farsi. Prior to Flash Player 10, support for right-to-left languages was not included in the Flash Player.
The good news is that Articulate Studio '12 will support right-to-left languages. You can preview the new features that'll be included in Studio '12 here:
In the meantime, if you're using PowerPoint 2007 / 2010 and Presenter '09, you may be able to publish right-to-left languages by first optimizing your presentations as described in the following blog article. Note that this method is not officially supported by Articulate.

Check out this Knowledge Base article. Right to left languages are not currently supported.
