Linking to different slides issue.

This might be something that cannot be resolved- but I am working on a course that involves the person clicking on a series of button that takes them down several different nutrition paths.

This is one of the screens. On the buttons on the left I have linked them to their corresponding slide so the person doesn't need to go to a section that they have already been to.

Unfortunately- every time I go to preview or test publish a whole section- the links refuse to go to their corresponding slides.

I am thinking this just may be something that does not translate into Articulate- but it's very frustrating. I've messed around with the slide properties several times and nothing seems to change. I tell Button 1 to jump to slide 14 and it always jumps to slide 15. I don't get it. Any help would be appreciated- even if it's just to tell me that this is hopeless. Thanks, in advance!
