Yes, you could link to a video file that is hosted on a website by inserting it as a web object. (Presenter 09 directions are included here.) There wouldn't be a way to require the learner to require to the course, so I'd suggest having it open in a new web browser, so that they course is still available to them in the original web browser.

This is for a course that would reside on the website presently, not in an LMS.
