I’m trying to link to websites outside of the project’s directory/domain. The Articulate files work in the location they were published in, but when I move that folder the links break. The program doesn’t even spawn a new browser window.
First, please make sure that you're not viewing published content locally. This can cause many issues with hyperlinks. If you view a published Presenter '09 presentation on your local hard drive or send it to someone else to view on their local hard drive, you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features of your content to fail.
To properly test your published content and share it with others, upload it to the environment for which it was published. Please review this article for details.
If you've confirmed that the content is published and uploaded to an LMS or web server for testing, are you able to share the link for the presentation, so I can take a look?
