I'd like to add a few markers on an image. I don't want marker to automatically open but have them all appear as round circles until the user decides to click on them for more information. Is this possible?
Markers such as you showed are not an option in Presenter, but accessible within Storyline. If you had Engage as well, you may want to look into something like the labelled graphic which you could insert into your Presenter course.

I would advise the introduction if you do not want the first marker to automatically open when the user gets to this slide.
You can allow the users to skip over this interaction if they choose to.
With the release of Update 3 for Articulate Studio '13, you can now control how the Prev and Next buttons behave for Articulate Engage interactions embedded in Articulate Presenter courses. The navigation buttons can either jump to the previous/next step in the interaction or the previous/next slide in the overall presentation. See this article for details.
