Microsoft Visual Basic System Error &H8007007E

I just got a refubished laptop and when I installed the Articulate Suite to it, I get the attached Microsoft Visual Basic System Error when I open PowerPoint and when I try to do anything in the Articulate tab. Interestingly, I can open Quizmaker and Engage and work in them fine, but when I interact with PowerPoint and Articulate in anyway, I get the error message. I've uninstalled and reinstalled the Articulate Suite twice now. Any ideas what is wrong?

It sounds like you need to install Visual Basic for Applications:
