We don't have a specific Moodle version we'd recommend, although if possible I think it's always best to be on the newest/latest version so that you have all updates, patches, etc.
Hopefully the community will chime in here as well and let you know what version their using!
Moodle provides 18months of support for normal releases so you should be upgrading to a new major release every 18months or less. If that is too often then Moodle 2.7 is a long term supported release (36 months)
Support for Moodle 2.5 ends next month so that only leaves Moodle 2.6 and Moodle 2.7 (and Moodle 2.8 gets released next month)
2.7 is probably your best option right now but if you have a site that has a large number of users that use SCORM all at once (eg 100 all in the same short period) then 2.8 includes some nice performance improvements to SCORM that will help your servers scale a bit better.
