Is it possible for the delegate to turn off videos in a presentation? The reason is to reduce buffering for those on low network speeds. Maybe create a low bandwidth version? Or would I have to create 2 versions, one with video and one without?

You could perhaps use some simple branching in PowerPoint to ask them if they want/need the video then take them down the correct "path"?
May need to get a tecchie to confirm that would do what you exactly want to do in terms of what is actually loaded, but would probably (?) work.
