When I click on the shape (in the published Articulate presentation), there is some sort of IE popup screen that blips once on my screen (almost as if it was being blocked). No error messages.
We are not allowed to use any other browser other than IE8.

When you say "popup no longer works" do you mean that when you click on the object, nothing happens? Do you get any error messages?
Have you tried this in other browsers?
We use IE8 as well, and have not seen this.

Did you check your pop-up blocker settings? As you said you were upgraded, those might have changed.
Also, does the link work with anything (website, jump to new slide location) or do you get the same issue.

IE8 popUp blockers seem OK.
Typing a word in ppt and adding a link (to google's search page) ...then publishing in Articulate Presenter = success. No problems at all.
(Jumping to a new slide location works fine too).
This issue seems specific to enabling a popUp that is a document (?)...
